Three decades into democracy, South Africa continues to face the deep structural legacies of racial inequality, economic exclusion, land dispossession, and spatial injustice. While a progressive legal and policy framework was introduced to address these challenges, including the Employment Equity Act, B-BBEE, and land reform policies, persistent gaps in
implementation, enforcement, and alignment with national development priorities have stalled meaningful transformation.
